The secondary market for Pokémon cards is finally being cut into from the platform side. LINE Yahoo is strengthening its partnership with The Pokémon Company, and listings of Pokémon Trading Card Game product by the sealed case, along with listings of empty boxes and empty packs, will be banned on Yahoo! Auctions and Yahoo! Flea Market.

On top of that, bulk listings of the same product will be banned for a set period after a new product goes on sale. That bulk-listing rule starts applying with Pokémon Trading Card Game 30th CELEBRATION.

Sealed cases and empty boxes. Naming those two specifically shows that the structure of scalping is being read correctly. A sealed case is the unit that lets someone pass retail stock straight through, and empty boxes have become a tool for offloading already-searched boxes as something that looks unopened. Neither is a product a regular collector puts up for sale day to day.

This article lays out what has been banned, when each rule applies, and how The Pokémon Company and LINE Yahoo got here, limited to what can be confirmed in the official announcements.

What exactly is banned in the Pokémon TCG secondary market?

Three things are banned: listing Pokémon cards by the sealed case, listing empty boxes and empty packs, and bulk listings of the same product for a set period after a new product launches. Both Yahoo! Auctions and Yahoo! Flea Market are covered.

Banned activity Where it applies
Listing by the sealed case Yahoo! Auctions / Yahoo! Flea Market
Listing empty boxes and empty packs Yahoo! Auctions / Yahoo! Flea Market
Bulk listings of the same product for a set period after a new release Applies starting with Pokémon Trading Card Game 30th CELEBRATION

Shutting down empty box listings matters more than it looks. Selling a box by itself for a few thousand yen is impossible to tell apart from cashing out the leftovers after the contents have been searched and pulled. There really are collectors who want an empty box for display, but if a platform is going to draw a line, falling on the ban side is the more consistent call.

When do the bulk listing rules take effect?

The bulk-listing rules start applying with Pokémon Trading Card Game 30th CELEBRATION. The bans on sealed-case listings and on empty box and empty pack listings are blanket measures that are not tied to specific products; only the bulk-listing rule is designed around the timing of a new release.

Operationally, that split is smart. Sealed cases and empty boxes are obvious on sight, so they can be stopped across the board. Bulk listings are harder to separate from a shop’s legitimate sales or from someone dumping a collection when they quit. So the rule narrows in on the window right after launch, when things get ugliest.

Why did LINE Yahoo move on Pokémon TCG listings?

These measures are being carried out as an expansion of a partnership based on a memorandum of understanding signed in July 2023. Since that memorandum, LINE Yahoo and The Pokémon Company have kept working together on counterfeit goods and inappropriate listings.

In other words, this is not a sudden idea. More than three years went into building the framework, and now it has reached the stage of spelling out a concrete list of banned behavior. A notice that puts the rights holder’s name next to the platform’s carries far more weight than taking down individual listings.

One concern is worth noting. These rules are limited to Yahoo! Auctions and Yahoo! Flea Market. As of October 2026 there has been no official announcement on whether other flea market apps or auction sites will adopt the same standard. If cross-platform funneling survives, the effect may stay partial.

How much will this actually curb Pokémon TCG scalping?

Where it bites is volume. Seal off the sealed case as a unit and the pipeline that pulls boxes out of retail and flips them immediately loses one of its exits. Yahoo! Auctions in particular has worked as the catch-all for high-value deals, so closing that door is not a light change.

On the other hand, listing one box or one pack at a time falls outside the rules. Even if bulk listings right after launch stop, tactics like spreading stock across several accounts, or listing once the restricted window has passed, remain. Closing that gap takes account-level monitoring, and the wording of the announcements does not go that far.

Even so, a situation where empty boxes carry a price tag every time a lottery sale comes around was plainly abnormal. I hated the whole atmosphere of treating “you can’t buy the cards you love at retail” as normal, so this line in the sand gets my support. …Fine, a little of that is resentment over losing the 30th CELEBRATION lottery.

Final Thoughts: The Pokémon TCG Sealed Case Ban and Empty Box Rules

Here are the key points again. LINE Yahoo is strengthening its partnership with The Pokémon Company, and sealed-case listings of Pokémon cards along with listings of empty boxes and empty packs will be banned on Yahoo! Auctions and Yahoo! Flea Market. Bulk listings of the same product for a set period after a new release are banned as well, and that bulk-listing rule starts applying with Pokémon Trading Card Game 30th CELEBRATION.

The basis for all of it is the memorandum of understanding the two companies signed in July 2023. As of October 2026 there has been no official announcement about whether the rules will spread to other companies’ platforms, or about how penalties for violations will be enforced.

SPOTGEEKS VERDICT

The core of this move is that the entrance and the exit of scalping, sealed cases and empty boxes, were plugged at the same time. Starting the bulk-listing rule with 30th CELEBRATION also looks like a judgment made after watching how rough launch windows get. But as long as it covers only two services, Yahoo! Auctions and Yahoo! Flea Market, there is no saying prices across the whole secondary market will settle down.

Even so, a rights holder and a sales platform putting their names side by side to draw a line is a big deal. This is the precedent now.
